In order to certify and legalize these two documents, you must mail them to our office for processing. We will discuss each document below and provide you step by step instructions.

FBI Background Check:
The first step in obtaining your FBI background check is to contact an approved FBI Channeler. By working with an FBI Channeler, you can shorten the amount of time it takes in order to receive your background check. Another benefit of working with a FBI Channeler is that you can obtain a digital copy in addition to a hard-copy that will be mailed to your location. A digital copy can help speed up the process of certifying and legalizing your documents for China. University Diploma:
In order to process your diploma, it must be signed and notarized by the University’s Registrar. Every University has procedures in place on how to notarize a diploma. Some University’s will request for you to mail in the original while another will ask for you to order a new one. In order to find our the procedures and step you must take, you will need to contact the University. Once you receive your signed and notarized University Diploma, the next step is to mail it to our office for processing.

Depending on the US State your diploma originates from (Example: Stanford University – California), we may be able to process these two documents together. But, in certain situations, we may have to process them separately. We recommend that you contact our office so we can email you the instructions and order forms. A commercial invoice is a customs document used in foreign trade. It is used as a customs declaration provided by the person or corporation that is exporting an item across international borders. A Certificate of Origin is an important international trade document attesting that goods in a particular export shipment are wholly obtained, produced, manufactured or processed in a particular country.

The most common countries to request these type of documents are: Qatar, Kuwait, United Arab Emirates (UAE), Iraq, Jordan, Egypt, Saudi Arabia, Oman, Libya, Yemen, Lebanon, Vietnam, and Iran.

The requirements for every country is unique.  Some countries will request your documents to be notarized by the local Chamber of Commerce while others only require a company representative to sign the documents in front of a notary public.  Some countries will request the documents to be authenticated by the National U.S. Arab Chamber of Commerce while another will ask for the documents to be authenticated through a designated law office in Washington, D.C.

Diploma Legalization for China

Certifying and legalizing documents for China is a multi-step process that requires State, US Department of State, and China Embassy legalization.  For the country of China, we are currently only processing through the Embassy.  Also, please note that China has an expedited service fee which allows your documents to be completed in 1-2 business days.

Below, we have outlined the steps that must be taken in order to complete your documents.  The first two steps will need to be completed by you.  Please note that we are unable to contact your school (College, University, etc…). We can only assist you with the documents that you mail in for processing.

Step 1: Contact your school’s registrar to have your diploma notarized. If the school does not have a notary on staff, you can request a traveling notary to visit the school.

Step 2: Mail your notarized diploma including our order form and credit card authorization form to our office for processing.  Please note that we have nine offices through the United States.  Please, call us before you mail in your documents in order to avoid any delays or additional costs.

These are the steps we will complete once we received your notarized diploma:

Step 3:We will certify your diploma through the State it was notarized in.  Example: If you University is in California, your diploma will be certified through the State of California.

Step 4: We will overnight your State certified diploma to our Washington, D.C. office for processing.

Step 5: Your diploma will be certified through the US Department of State in Washington, D.C. – Office of Authentications in four – five business days.

Step 6: The final step is to legalize your document through the Chinese Embassy in Washington, D.C.  The current processing time is 1-2 business days.

Depending on the State your diploma will be notarized in, the average turn-around time is 7-12 business days.  We recommend that you contact our office and speak with one of our specialist.  We will provide you step by step instructions, the cost, and our order forms.  Also, we will also require a copy of your driver license or passport.

GCC – Gulf Cooperation Council Document Legalization

Before getting stared, it’s important to note that Bahrain and Oman are both members of the Hague Apostille Convention. Document destined for these countries can only be apostilled by the State office (Example: New York Apostille for Oman). We cannot certify or attest documents for Bahrain or Oman through the U.S. Department of State or the Embassy office because an apostille is sufficient authentication for these two countries.

From our experience, we recommend that you choose to have your documents certified, legalized, and attested for either Saudi Arabia or Kuwait. In order to do this, your documents require State certification, US Department of State certification, and Embassy or Consulate legalization. Certifying and legalizing your documents for Saudi Arabia and Kuwait is the fastest and cheapest way to authenticate your documents for the GCC. For countries who are not members of the Hague Apostille Convention, your documents will require multiple steps to complete.  These steps are State certification, US Department of State certification, an Embassy or Consulate legalization. Note: Some countries may only require your diploma and transcripts to be processed through the State and Embassy or Consulate office.  Please, call us for instructions, cost, processing time, and order forms.

The very first step is to contact the institutions Registrar.  The Registrar will need to meet with a notary and have your documents notarized.  If the institution does not have a notary on staff, you can hire a traveling notary to meet with the Registrar.  From our experience, the registrar will do one of the following:

  1. Notarize the original diploma and transcripts. (Best choice and requirement for Qatar).
  2. Notarize a color copy of the original diploma and the original transcripts.
  3. Sign and notarize a letterhead and attach it to the original diploma or a color copy of the original diploma.

Every institution has policies regarding how diplomas and transcripts are notarized.  Some will ask for you to mail in your original documents while another will have to order a new diploma.

Vietnam Legalization

Taiwan Legalization
